NASAPAL Regulates ABATE of Liberia

Summary of Margibi County:

Margibi is a county on the north to central coast of Liberia. One of 15 counties that constitute the first-level of administrative division in the nation, it has five districts. Kakata serves as the capital with the area of the county measuring 1,010 square miles (2,600 km2). As of the 2022 Census, it had a population of 304,946, making it the fifth most populous county in Liberia. The county is bordered by Montserrado County to the west, Grand Bassa County to the east, and Bong County on the north. The southern part of Margibi lies on the Atlantic Ocean.

Margibi County has a National proposed reserve in Margibi Mangrove, occupying an area of 23,818 ha (58,860 acres).[5] The county has coastal plains that raises to a height of 30 m (98 ft) above the sea-level inward to a distance of 25 km (16 mi). These plains receive a very high rainfall ranging from 4,450 mm (175 in) to 4,500 mm (180 in) per year and receive longer sunshine with a humidity of 85 to 95 percent.

NASAPAL INC is charged with the task of ensuring over sixty (60%) of its sustaining capacity is generated by its beneficiaries, not to perish when support is withdrawn. NASAPAL INC is a membership base organization, its membership should be capacitated through education to ensure the sustainability of its perpetual existence by been due payers.

NASAPAL Inc

The history of NASAPAL Inc somehow birthed from 2008 when motorcyclists and their passengers have been the most vulnerable road users of Liberia, the end results were and are against the future of a youthful nation, disabling and killing the human assets of the nation because they lack the knowledge of securing their own properties and survival, including those of others, and respecting law and orders.

The random surveys conducted between 2009 and 2010 amongst ten (10) road users and Law Enforcers confirmed National Government was and is responsible because of its failure or its incapacity to provide the infrastructure as is in every stable society.

NASAPAL Inc germinates from the effort of WoGeS Vehicle and Motorcycle Safety Training Services, (WVMSTS) aimed to train motorcycle drivers, because of the overwhelming violence in the sector, which was destroying public and private properties, killing about three (3) to six (6) persons daily, injuring and disabling uncounted numbers of persons nationwide between 2008 to 2009, this led to an intervention survey in ten (10) of Liberia fifteen political capitals, the exercise were conducted between 2009 and 2010, the need for a comprehensive approach was realized, highlighting the unawareness of almost all road users, not knowing the pedestrians, vehicles/motorcycles rules of the roads, disrespecting each other’s.

(1.) Law Enforcers were not equipped to serve the public. (2.) Law Enforcers has limited respect for Road Users (3.) Law Enforcers never demonstrated themselves as peace makers. (4.) Law Enforcers were compromised in the discharged of their duties. (5.) Law Enforcers (6.) Law Enforcers never enforced the safe status and conditions of operators and moving vehicles and etc.

As for the driving public, including the passengers and the pedestrians, the following were discovered:

  • Nine (9) out of every Ten (10) people talked to were self-taught vehicle operators.
  • Six (6) out of every Ten (10) people questioned were under the legal age to operate motor vehicles as stipulated in the 1972 Vehicle and traffic laws.
  • Seven (7) out of Ten (10) vehicles operators were operating under the ownership of second (2nd) parties that never took responsibility for the operator’s wrongdoing.
  • Eight (8) out of Ten (10) vehicles operators understood the importance of insurance.
  • Eight (8) out of Ten (10) vehicles operators couldn’t identify at least Ten (10) basis road signs.
  • en (10) out of Ten (10) pedestrians didn’t know legal safe spots on streets and highways to cross.
  • Because of the few listed from a long list of difficulties, NASAPAL INC was envisaged, incorporated to ensure the assistance to National Government as the primary beneficiary of a stable society welcoming to foreign residents and visitors to Liberia.

    NASAPAL INC resolved the following:

  • To advocate for the improvement and wellbeing of all Law Enforcer sector and Enforcers.
  • To design and implement programs to enrich the well being of all Road Users to conform to all global protocols and education to be able to safeguard against violence.
  • To capacity all Road Users with the Motorcyclists leading the campaign against Liberia public safety epidemic
  • The adopted ALLIANCE OF BIKERS AIMED TOWARD EDUCATION, ABATE of LIBERIA organization voting rights restricted to legal residence and age Motorcycle operators to full membership and all others to associate membership.
  • The adopted OPERATION SAVE A LIFE, OSAL LIBERIA and all other non-restricted programs shall be full membership to all Road users, Cars, Bi and Motorcycle Drivers, Pedestrians and Passengers to ensure all residence and visitors benefit from all civil awareness, global safety protocols, Government of Liberia Polices, Ordinances or regulations simplified to educate all level of understanding.
