THE PROBLEM:

Welcome to the National Safety Partnership of Liberia (NASAPAL Inc,. At NASAPAL, we believe that public safety is the foundation of national development.

Liberia continues to face preventable accidents, early deaths, disabilities, and the severe hardship these tragedies impose on families. Our mission is to confront these challenges by advocating for strong and fair legislation, proper dissemination of government regulations, active community leadership, and enforcement that applies equally to all. Through these efforts, we work to build a safer Liberia for residents and visitors.

NASAPAL collaborates with Public Safety for Liberia (PS4 Liberia), a Philadelphia based Liberian Diaspora nonprofit dedicated to mobilizing global partnerships, educational materials, financial and human resources, and Volunteer Veterans to support local initiatives. Together, we have adapted the concept of “America Public Safety Culture” a set of proven international safety practices to strengthen Liberia’s public safety environment, build public confidence, and attract global citizens.

Founded to institutionalize safety across every sector of Liberian society, NASAPAL is committed to working with the national government, civil society, and the Liberian Diaspora to promote accountability, confidence, and socio economic stability.

Our programs span road safety, driver education, workplace protection, economic equality,and youth empowermen t all designed to reduce risk, save lives, honor legacy, and empower the next generation.

NASAPAL Justification

Safety is a Human Right

The National Safety Partnership of Liberia, NASAPAL Inc. concept was established 2008 as WoGe Vehicle -N- Motorcycle Safety Training Services and incorporated 2013 to address Liberia’s critical public safety challenges and to institutionalize safety as a cornerstone of national development. Liberia’s communities face persistent risks, road traffic accidents, weak civic education, limited emergency preparedness, and fragmented safety standards that undermine social stability and economic growth. NASAPAL Inc. was founded to fill this gap by creating a structured, professional framework for safety awareness, training, and enforcement, the challenges have now become very alarming on a daily basis.

Why Public Safety Investment Matters:

• High-risk environment: Liberia experiences preventable accidents and fatalities due to limited infrastructure, inadequate driver training, and insufficient enforcement of safety standards.

• Economic impact: Unsafe conditions reduce productivity, increase healthcare costs, and discourage investment.

NASAPAL STRATEGY!

Advocating For Public Safety Since 2008

NASAPAL Inc.’s strategy to transform Liberia from an environment of violence into a nation that embraces public safety focuses on addressing the most urgent risks, protecting vulnerable groups, leveraging international frameworks, mobilizing diaspora support, and achieving measurable outcomes through strong partnerships.

Targeting the Root Cause

Since the 1989 civil war which claimed over 250,000 lives, Liberia’s new threat has emerged from untrained road users. Motorcyclists have been both the most vulnerable and the most frequent victims of road related violence.

NASAPAL addresses this challenge through:

Education & Training

• Train motorcyclists to serve as peer trainers and community safety leaders, to deliver rider education, traffic law awareness, and first aid training.

• Partner with the Ministry of Education (MoE) to integrate public safety into the national school system as an additional program of study.

• Collaborate with the Ministry of Transport to strengthen licensing and evaluation systems in the Motor Vehicle Division (DMV) to meet international standards.

Advocacy & Enforcement

• Strengthen civil advocacy through the Motorcycle Riders Foundation (MRF Liberia) to balance rider rights with accountability.

• Work with government enforcement agencies to ensure compliance with road safety laws.

Coordinating all road users to membership.

NASAPAL Inc. regulates and coordinates all road users through a structured membership system designed to ensure the smooth implementation of its 17 flagship programs.

Every member is expected to demonstrate responsibility and accountability, beginning with the commitment to pay dues

.

These contributions form the backbone of NASAPAL operations across Liberia, enabling sustainability without overdependence on external donors.

For too long, Liberia’s progress has stalled whenever international funding ends, leaving communities, towns, and villages without hope.

NASAPAL is determined to break this cycle by remaining structured, self reliant, and community driven by demonstrating leadership, accountability and transparency.

NASAPAL believes few committed members are more valuable than thousands of non compliant participants who weaken institutions.

To safeguard our mission:

• All programs will be continuously monitored, with challenges identified and addressed promptly.

• Every member must sign a Pledge of Commitment to uphold NASAPAL’s values and the standards of all flagship programs, and all leaders will be held accountable for their responsibilities.

• Without verified registration and a signed pledge, membership is not granted.

This approach ensures that NASAPAL remains strong, credible, and capable of delivering lasting impact for Liberia’s public safety and community well being.
